I think ASRock is more known for their good motherboards. Haven't heard much about their GPU'S. MSI, Gigabyte, and ASUS are more well known. Be sure to check reviews for your specific product too. Asrock is in general a very reasonable brand with a good value for the buck.System mode should switch to "user". Change secure boot mode back to standard and press yes. Finally enable back secure boot, save and exit. Return to bios and secure boot should be enabled and active. Enjoy. PTT (for intel, look it up for AMD it's something else) has to be enabled and CSM disabled.

I believe that is the toggle in the 2nd picture that is activated (right above "Style"). If you toggle that off, I *think* it should solve the issue.
