Illustrator guides
I'm using Illustrator CC and I cannot select and move guides with the selection tools. The guides are not locked. I can select the guides in the Layers Panel, but I can only move with the arrow keys. I can also "Release" the guides once they are selected in the Layers Panel, but I still cannot move them with the mouse - only the arrow key.The fonts used inside of Sports Illustrated are “Antenna,” “Quiosco,” “Farnham” and “Receiver.” The title font used on the cover is copyrighted, custom made and not commercially available.

If you merely want the guides to be visible, and completely non-functioning (and a pretty low-level image based PDF), you could take a screenshot of your Illustrator art board, and create the PDF from that.
