To increase governing capacity, there's a reform for 250 extra governing cap. And also you can use reform points for it. The other way is tech. There's also estates which give out 100 governing cap each. Better to just stick to reducing it. Statehouse + courthouse can reduce to 55% governing cost.Please don't be too harsh on this.
